On 11/03/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with owner, Alexis Savedra & Site Supervisor Heidi Brown. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 7737 Meany Ave Suite A1 in Bakersfield, CA. Applicant is requesting a preschool capacity of 30 preschool children. This program will operate year round from 7:00 AM to 6:00 PM Monday through Friday. This program will operate in one preschool classroom.

Breakfast, am snack, lunch, & a pm snack will be provided by the center. Applicant stated that the food will be prepped in the kitchen and delivered to the classroom for children to eat. In the event that the applicant decides to change and have parents provide lunch then the applicant was made aware to update her parent handbook and notify licensing of any changes. They will also need to have a plan in place in case parents forget to bring their child Lunch. Alexis understood. The cleaning supplies will be stored in the kitchen and underneath the children's sink in the classroom. The cabinets have a plastic lock in place to prevent children from having access. The kitchen will remain closed and locked during day-care hours. There is a refrigerator, microwave and hot running water in the kitchen along with more cleaning supplies. Staff will utilize the staff bathroom located next to the kitchen/staff lounge. Ill children will be isolated in the site supervisors office and will use the staff bathroom.

The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. LPA reminded applicant to not store anything on top of the children's cubbies or tall bookcases that could potentially fall on the children. Alexis understood. Alexis will submit proof of a working carbon monoxide inside the center. She also stated that she will have a sanitation station at the front entrance where staff will do wellness checks every morning during drop off and take the children's and staffs temperatures.

Room measurements were taken and reviewed with Alexis & Heidi. The total inside preschool area measured to an approximate 911 square feet which will only accommodate 26 preschool children. Alexis amended her application during the inspection. There is adequate storage space available for children's belongings right outside the classroom. There are enough tables, chairs, & cots for the newly requested capacity. The cots will be stored in the classroom. Applicant stated that quiet play time will be available for non-sleepers. Applicants understand that additional staff will be required.

Toys and equipment appear to be age appropriate. Alexis stated that bedding/sheets get sent home to parents to get washed every week on Friday or whenever necessary. There are a total of 2 toilets and 3 sinks/hand washing fixtures which will accommodate the newly requested capacity of 26 preschool children. There are two water fountains in the classroom. A water jug will be used for the outdoor play area.

The approximate outside square footage for the preschool area is 1,200 which will only accommodate 16 preschool children at a time. Alexis stated that she will stagger the children into two sessions and understands that no more than 16 preschool children will be outside at a time. Alexis understood. A waiver was submitted an pending approval. The preschool play area is gated, has grass, sandbox, bike path, and a mature tree that provides shade. LPA advised Alexis to trim the tree so it does not impeded visual supervision along with the bushes against the metal gate. Alexis stated that she will be removing wood stumps and a wooden sensory table. LPA observed plenty of toys that children can play since the center does not have a play structure. LPA reminded applicant to provide adequate supervision at all times.

A fire clearance for 30 preschool children was received and granted by the Kern County Fire Department on 10/25/2021. An amended fire clearance will be required to meet the newly requested capacity of 26 preschool children.
