1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 09/12/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Raquel Hernandez, A tour of the center was conducted both inside and outside. The center is located at 909 Castro Lane in Bakersfield 93304. This is a change of Ownership from previous Facility - 153810012. Director is requesting a capacity of 11 School-age Children. The facility operates year-round, Monday - Friday, 7:00 AM - 5:45 PM and 12:30 PM - 5:45 PM during traditional school year. Children get brought into the reception area where staff conduct temperature checks and then get escorted to their classroom. Director stated that the center will provide an afternoon snack, breakfast and lunch during summer months of operation and afternoon snack only during the traditional school year. Meals are prepared in the kitchen on site. There is hot running water in the kitchen. Staff restroom is located adjacent to kitchen. IIll children will be isolated in the Director's office and utilize the staff bathroom. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs and plenty of toys for children to play. There is a working combination carbon monoxide/smoke detectors inside every classroom. Measurements of indoor and outdoor activity space for School-age program were taken and reviewed with Director. The total usable square footage for School-age program is approximately 388 square feet which will accommodate the requested capacity of 11 School-age children. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. There is a total of 1 toilets and 1 sink/hand washing fixture which will accommodate the requested capacity of 11 School-age children The Director stated the facility is providing bottled water that fill children's individual water bottles to be used both inside and outside. Director submitted request for waiver to share Large Play Yard with Preschool program. LPA reminded Director to provide adequate supervision at all times and to not commingle School age children with Preschool. The approximate outside square footage for the Large Play Yard is 3,003 which will accommodate requested capacity of 11 School-age children. LPA observed age appropriate toys. There are no structures in the Large Play Yard. The Large Play Yard is fenced and gated all around and will be shared through staggered times with the school age children.

A fire clearance of 54 children that include 12 Infant, 28 Preschool and 14 School-age Children was approved & granted by the Kern County Fire Department on 08/26/2022.
This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 11 School age children.
