On 09/12/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Raquel Hernandez, A tour of the center was conducted both inside and outside. The center is located at 909 Castro Lane in Bakersfield 93304. This is a new facility and the Director is requesting a capacity of 9 infant children The facility operates year-round, Monday - Friday, 7:00 AM - 5:45 PM. Children will be brought directly into the Infant Classroom. where staff will conduct temperature checks.
Director stated that parents who provide formula and pre-made bottles for the younger infants will be stored in refrigerator in Infant classroom. Bottles will be prepped in kitchen area of infant Classroom. When the infant is older and is not eating baby food, the center will provide an, afternoon snack, breakfast and lunch. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Ill children will be isolated in the Director's office and utilize the staff bathroom.
Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Floors in the facility are clean and safe. The facility is free of flies, insects and rodents. There is a working carbon monoxide detector. The facility has sufficient age appropriate furniture, and equipment including cribs, cots or mats, changing tables and feeding chairs.
Measurements of indoor and outdoor activity space for Infant program were taken and reviewed with Director. The total indoor usable square footage for Infant program is approximately 330 square feet which will accommodate the requested capacity of 9 Infant children. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity requested. Toys and equipment appear to be age appropriate. There are no toilets and/or sinks/hand washing fixtures in the Infant classroom Director will provide potty training with one (1) potty chair for every five (5) infants being trained. The Director stated the facility is providing bottled water that fill children's individual sippy cups to be used both inside and outside.
The approximate outside square footage for the Infant Play Yard is 1,308 which will accommodate requested capacity of 9 Infant children. LPA observed age appropriate toys. The Infant Play Yard is fenced and gated all around.
A fire clearance of 54 children that include 12 Infant, 28 Preschool and 14 School-age Children was approved & granted by the Kern County Fire Department on 08/26/2022.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Center Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 9 Infant children.
