This is an amended report is a revision of the Prelicensing report dated 09/19/2022.

On 09/19/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Amy Miller, Director. A tour of the center was conducted both inside and outside. The center is located at on the Campus of California State University, Bakersfield located at 9001 Stockdale Hwy in Bakersfield 93311. Preschool Children will occupy Rooms 4 & 5 and Toddler Option will occupy Rooms 1 & 2. This is a new facility and the applicant is requesting a total capacity of 79 children that includes 54 Preschool children ages 2-6 with a Toddler Option of 25 children, ages 18 months to 36 months. The program will operate; year-round, Monday - Friday 7:00 AM - 6:00 PM. Children will be escorted by parents directly to classroom
Director stated that the center will provide a morning and afternoon snack. Lunch will be provided by the parents. Director stated that the center has a plan in place in case a parent forgets to bring their child lunch. There is a kitchen with refrigerator on site that will be used to store food and drinks for snacks. There is hot running water in the kitchen. Staff will utilize the staff bathroom located on north side of Office. Ill children will be isolated in the Directors office and utilize the staff bathroom.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. There is a working carbon monoxide detector inside the kitchen.
LPA reviewed with Amy Miller, Director, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Director stated supervision will be provided when taking children in Toddler Option to the restroom located at south end of hallway next to Kitchen.

Measurements of indoor activity space for Preschool program were taken and reviewed with Director. The total usable square footage for Preschool program is approximately 2,719 square feet (1,876 = Preschool & 843 = Toddler Option) which will accommodate the requested total capacity of 78 children that includes 54 Preschool children ages 2-6 with Toddler Option of 24 children, ages 18 months to 36 months. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 4 sinks/hand washing fixtures (Preschool) and 4 toilets and 2 sinks/hand washing fixtures (Toddler Option) which will accommodate the requested total capacity of 78 children that includes 54 Preschool children ages 2-6 with a Toddler Option of 24 children, ages 18 months to 36 months. Children will fill individual water bottles/Sippy cups from filtered tap water.
The approximate outside square footage for the preschool area is 39,889 (33,368 - Preschool & 8,520 = Toddler Option) which will accommodate requested total the requested total capacity of 78 children that includes 54 Preschool children ages 2-6 with a Toddler Option of 24 children, ages 18 months to 36 months. The Preschool/Toddler Option playground is fenced and gated all around. The Toddler Option playground will be shared with Infant children. Director submitted request for waiver to share Toddler Option Playground with Infant children. LPA observed age appropriate toys, a bike path and 2 separate age-appropriate structures in Preschool playground. Applicant is using sand to cushion fall zones. There is shade available where children can rest and get water.
A fire clearance of 97 children that includes 54 Preschool children ages 2-6 with a Toddler Option of 25 children, ages 18 months to 36 month and 18 Infant children was approved & granted by the City of Bakersfield Fire Department on 05/26/2022.
This facility does plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
LPA also informed title, name, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 79 children that includes 54 Preschool children ages 2-6 with a Toddler Option of 25 children, ages 18 months to 36 months.
