On June 24, 2022, Licensing Program Analysts (LPAs) C Brannon and P Espinoza conducted an announced pre-licensing inspection and met with Center Director, Sarah Mitchell. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. This is a new facility and the applicant is requesting 134 preschool children, ages 2 years to 6 years old. This program will operate year-round. This facility will provide full-time and part time options from 6:30 AM to 6:30 PM Monday through Friday. The preschool program will operate in seven classrooms. Children are brought into the reception area where staff conduct temperature checks and then get escorted to their classroom. Center Director, Sarah Mitchell, stated that staff and children are not using masks while indoors. LPA reminded Center Director that the Public Health Department and CDC strongly recommends for staff and children to wear face masks.

Center Director stated that the center will provide a morning snack, afternoon snack, breakfast and lunch. Parents will provide their child(ren) with drinking cups. Staff will refill as needed. There is a kitchen on site in case food needs to be warmed up or stored. Staff is aware to keep the door leading into the kitchen area locked. Per staff, food received is already cooked and will be warmed in the microwaves and rice cooker. There is hot running water in the kitchen. Staff will utilize the staff bathroom that's located in the hallway. Ill children will be isolated in the room next to the receptionist.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. LPA also reminded center director not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector in each classroom, hanging from the ceiling. Each classroom has an alarm for doors leading to the outside area. This area is fenced and gated.

LPA reviewed with Center Director, Sarah Mitchell, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Each classroom has one or more bathrooms for the preschool children in care.

Room measurements were taken and reviewed with Center Director, Sarah Mitchell. The total inside preschool area measured to an approximate 4692 square feet which will accommodate the requested capacity of 134 preschool children. There is adequate storage space available for children's belongings in the classroom. Center director understands that children's equipment is required to match the capacity and age group in care. Toys and equipment appear to be age appropriate. There is a total of 10 toilets and 10 sinks/hand washing fixtures which will accommodate the requested capacity of 134 preschool children.

The approximate outside square footage for the preschool area is 8148 which will accommodate 108 preschool children. A waiver for the outside play yard has been provided with an outside play yard schedule. The preschool play area is fenced with alarms on gates. LPA observed age appropriate toys. Applicant is using rubber pour in place to cushion fall zones. An installed patio provides shade where children can rest and get water. LPA reminded Center Director, Sarah Mitchell, to ensure adequate supervision at all times.

A fire clearance of 166 children which comprise of 32 infants and 134 preschool children. The fire clearance was approved and granted by Bakersfield Fire Department on May 17, 2022.

This facility does not plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Center Director, Sarah Mitchell, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. CONTINUED ON FOLLOWING PAGE

This facility does provide care to infants. LPA discussed the safe sleep regulations with Jamie and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed Center Director, Sarah Mitchell, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following shall be addressed.

The outside play structure has two age appropriate stickers. LPA discussed with CCLD management. Applicant shall review play structure with vendor or play yard inspector and apply one age appropriate sticker.

Pending a final file review with outside play waiver, a recommendation will be made to license the above facility for the requested capacity of 134 preschool children.

LPA reviewed with Center Director, Sarah Mitchell, the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
