On 06/24/2022, Licensing Program Analyst’s (LPA’s) Pete Espinoza and Cynthia Brannon conducted an announced prelicensing inspection and met with Sarah Mitchell, Center Director. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at 2800 Calloway Drive in Bakersfield. This is a new facility and the applicant is requesting 32 infant children ages 0 to 24 months. This program will operate year-round. This facility will provide full-time and part time options from 6:30 AM to 6:30 PM Monday through Friday. This program will operate in classrooms (Infant A, Infant B, Toddler A and Toddler B). Children get brought into the reception area where staff conduct temperature checks and then get escorted to their classroom. Center Director Sarah Mitchell stated that staff and children will not use masks while indoors. LPA reminded Director that the Public Health Department and CDC strongly recommends for staff and children to wear face masks.

Director stated that the center will provide a morning snack, & afternoon snack, breakfast and lunch. There is a kitchen on site in case food needs to be warmed up or stored. Staff is aware to keep door leading into kitchen area locked. Food will be warmed in microwave and rice cooker. There is hot running water in the kitchen. Staff will utilize the staff bathroom that's in hallway. Ill children will be isolated in the room adjacent to receptionist and utilize the staff bathroom.

The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. LPA also reminded Director to not store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector in each classroom.

LPA reviewed with Center Director, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Center Director. The total inside Infant area measured to an approximate 1,619 square feet which will only accommodate the requested capacity of 32 infant children at a time. There is adequate storage space available for children's belongings in the classroom. Center Director understands that children's equipment needs to match the capacity and age group center is licensed for. Toys and equipment appear to be age appropriate. Infant Room A and Infant Room B will serve children (0-12 months) who do not require use of toilet and/or potty toilet training. Applicant is not providing potty training to age group 0-12 months. Each infant classroom has a changing table and a sink within arm’s reach that will be available to children for handwashing if, needed. There is a total of 2 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity of 32 infant.

The approximate outside square footage for the Infant area is 2,709 which will accommodate requested capacity of 32 Infant Children. The Infant play area is gated with alarms on gates. LPA observed age appropriate toys and a play structure that is appropriate for 6 months to 23 months. Staff will ensure children below the age of 6 months do not have access to structure when in the Infant play area. Structure includes landing no higher than 2 feet and applicant is using artificial turf to cushion fall zones. There is a large patio cover to provide shade where children can rest and get water. LPA reminded Sarah Mitchel, Center Director to provide adequate supervision at all times and to not commingle Infant children with preschool children in INfant play area.

A fire clearance of 166 children comprised of 32 infant children and 134 was approved & granted by the Bakersfield Fire Department on 05/17/2022.

This facility does not plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Center Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Jamie and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed Sarah Mitchell of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 32 Infant children.
