On 08/30/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Jessica Okamoto, Director. LPA toured the facility both inside and outside. The center is located at 608 Kentucky St. in Bakersfield 93305. This is a Change of Ownership from previous Facility -153808767. Applicant is requesting a capacity of 32 preschool children. The facility operates on a year-round schedule; Monday - Friday 7:00 AM - 5:00 PM. Children get brought into the reception area where staff conduct temperature checks and then get escorted to their classroom.
Director stated that the center provides breakfast, lunch and snacks. Meals are prepared on site in kitchen located between Infant and School-age play areas. Staff will utilize the staff bathroom adjacent to Director's office. Ill children will be isolated in the Director’s office and utilize the staff bathroom.
The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. There is a working carbon monoxide detector in the facility.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 1,145 square feet which will accommodate the requested capacity of 32 Preschool children. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the requested capacity. Toys and equipment appear to be age appropriate. There is a total of 3 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity of 32 preschool children. Water, both inside and outside will be provided through use of Igloo coolers with dispenser for disposable cups.
The approximate outside square footage for the preschool area is 4,030 which will accommodate requested capacity of 32 Preschool children. The preschool play area is fenced and gated all around. LPA observed age appropriate toys, a bike path and small age-appropriate structure. Applicant is using sand to cushion fall zones. There is shade available where children can rest and get water.

A fire clearance of 52 children (9 Infants, 32 preschool and 11 School-age children) was granted by the Bakersfield City Fire Department on 01/19/2022.
This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 32 preschool children.
LPA reviewed with Director, records to be reviewed during inspection for child’s records, personnel records and documents to be posted.
