On 08/30/2022, Licensing Program Analyst (LPA’ Pete Espinoza conducted an announced prelicensing inspection and met with Jessika Okamoto, Director. A tour of the center was conducted both inside and outside. The center is located at 608 Kentucky St. in Bakersfield 93305. This is a Change of Ownership from previous Facility -153810126. Applicant is requesting a capacity of nine (9) infant children ages 0 to 2., including four (4) crib babies. The facility operates on a year-round schedule; Monday - Friday 6:00 AM - 5:30 PM. Children get brought into the reception area where staff conduct temperature checks and then get escorted to their classroom.
Director stated that parents provide formula and pre-made bottles for the younger infants. When the infant is older and is not eating baby food, the center will provide a morning snack, afternoon snack and lunch. Meals are prepared on site in kitchen located between Infant and School-age play areas. Staff will utilize the staff bathroom adjacent to Director's office. Ill children will be isolated in the Director’s office and utilize the staff bathroom.
The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There is a working carbon monoxide detector in the center.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 386 square feet which will only accommodate the requested capacity of nine (9) infant children. There is adequate storage space available for children's belongings in the classroom. Center Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. Director will provide potty training with one (1) potty chair for every five (5) infants being trained. Infant classroom has a changing table and a sink within arm’s reach that will be available to children for handwashing, if needed.
The approximate outside square footage for the preschool area is 1,269 which will accommodate requested capacity of nine (9) Infant Children. The Infant play area is fenced and gated all around. There is adequate shade where children can rest and get water.
A fire clearance of 52 children (9 Infants, 32 preschool and 11 School-age children) was approved & granted by the Bakersfield City Fire Department on 01/19/2022.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of nine (9) Infant children, including four (4) crib babies. .
LPA reviewed with Jessika Okamoto, Director, Records to be reviewed during inspection for child’s records, personnel records and documents to be posted.
