On 08/17/2023 an Informal Office Meeting was conducted at the Fresno Regional Child Care Office. In attendance at this meeting were Director Gloribel Magana, Director Jessica Okamoto, Licensing Program Analysts (LPAs) Nancy Her and Jose Penate, and Licensing Program Manager (LPM) Duane Matsubara. The purpose of this meeting was to discuss recent violations of Title 22 Regulations.

The following violation was discussed:

Type B Deficiency cited: 101161(a) Limitations on Capacity

On 07/19/2023 LPA Nancy Her observed one infant in the preschool outside play area with preschool daycare children and school age daycare children. LPA observed the infant teacher sweeping while some children were having snacks. Preschool and school age teachers were serving food, water, and at the play structure. LPA inquired as to whereabouts of infant. Infant teacher asked one of the other teachers as to the whereabouts of infant. Infant was playing with the preschoolers at the play structure. LPA informed Director Gloribel Magana that all three programs were comingling right then on the preschool yard. Ms. Magana informed staff that as soon as the children were done having snack, they are to go back to their own areas.

It was discussed with Directors regulations regarding limitations on capacity, supervision, responsibilities of staff members, and other topics that potentially could become licensing issues. Licensing discussed preventative measures and offered training if needed.

It was also discussed with Directors that continued violations of Title 22 Regulations may result in a Non-Compliance meeting or a possible referral of the Child Care Center to the Legal Division for possible Administrative Action.



An exit interview was conducted and report was reviewed with the facility representatives Gloribel Magana and Jessica Okamoto.
