On 04/04/2023 Licensing Program Analysts (LPA) Beneroso met with licensee, Lilia Juarez who guided analyst on a tour of the facility for the One Year Required inspection. Upon arrival, LPA observed 5 children in care and 1 adult caring for them. Family members residing in the home include licensee, licensee’s husband, 3 adult sons, Facility hours of operation are Monday - Friday 5AM -5 PM. Licensee currently does not have childcare insurance.

This is a two-story home with 4 bedrooms and 2.5 bathrooms. Per licensee, care is provided primarily in the family room and children have access to the half bathroom (located in hallway to the left). Per licensee, the off-limit areas of the home include the 4 bedrooms (upstairs) and two bathrooms. The stairs are barricaded with a child gate. There is a backyard that remains off limits due to weather. Laundry room is located upstairs (off limits) and are kept locked during business hours. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children. LPA observed age appropriate safe toys and napping equipment on the premises. Naps are provided on cots the family room (childcare area). There is a fireplace that is not in use and properly barricaded. Per licensee, there are no weapons or firearms in the home.

Outdoor: The backyard is gated all around and properly fenced. The backyard is not used for outside play at the moment. LPA inspected and was observed the backyard to be free of hazards, lose or sharp parts and tools. LPA observed appropriate and safe toys in the play area. Per licensee, there are two dogs in the property that are kept in the off-limit areas. Per licensee and LPA’s observations, there are no pools or bodies of water in the premises

Advisory/Other: First Aid kit was observed with supplies readily available, including a thermometer. CPR/First Aid expires 2/24/2025. Mandated Reporter is maintained current, and it expires on 10/26/24. LPA reminded licensee; mandated reporter training must be completed every 2 years. Fire and emergency drills are current, last drill completed was on 03/06/2023. Smoke detector and carbon monoxide detectors were found to be in operable conditions. Cleaning compounds were observed to be kept in the kitchen in a lower cabinet with child safety latch. Medicines were observed to be placed in upper cabinet in the kitchen.

Licensee had all the required posted documents: Facility License (LIC 203), Notice of Parent's Rights Poster (PUB 394), Emergency Disaster Plan (LIC 610A), and Earthquake Preparedness Checklist (LIC 9148). Children files were found to be complete.

Licensee Juarez was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Juarez and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) were discussed. Per licensee, the facility is not currently providing IMS.

Inspection was conducted in Spanish, LPA is certified as bilingual by the department.

The facility was found to be in compliance and no citations were issued during this inspection.

A notice of site visit was given to licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the licensee Leyva along with her appeal rights.
