25 | On 09/07/2022, Licensing Program Analyst (LPA) Gloria Reyes conducted an unannounced case management inspection. LPA arrived to the facility at 7:00 AM, where LPA stayed in her vehicle for 11 minutes. LPA observed 9 school-age children getting into an SUV which was parked in front of the licensed home. Ms. Sixtos was following behind the children. LPA exited her vehicle and approached the SUV. LPA observed 9 school-age children were not using seat belts. LPA greeted Licensee, Irene Sixtos. LPA confirmed later that the SUV belong to Ms. Sixtos. LPA informed Ms. Sixtos that she was in violation of exceeding the number of children by (2) to transport in her SUV and for not having the children in seat belts. Two school-age children were asked to exit the vehicle and the reminder children placed their seat belts on and later were transported to school. Licensee returned inside the home and exited her home with her adult son/assistant, Arnold Sixtos who was holding his younger son in his arms and he transported two other school-age children. Licensee told LPA that Arnold helps with transporting the children to school. Licensee told LPA that she needed to leave to take the school-age children to school and that her husband/assistant Artemio Sixtos would be staying with the other day-care children. LPA also observed 8 more school-age children sitting in the front yard waiting to be transported to school. LPA obtained the names of the children while Mr. Sixtos provided supervision. Licensee returned and transported the second group of children to school. LPA entered the home and toured the facility with Mr. Sixtos. LPA observed (5) napping children and (1) additional school-age child, totaling a total of 25 children. When licensee returned to facility, she reported that this does not take place. However, today some parents dropped off their school-age children because their parents work in the field and the parents started early due to the heat. (see next page)
Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, the following deficiencies are being cited: (see next page, 809 D) Licensee was provided a copy of appeal rights.
