On March 29, 2023, an Informal Office Meeting was conducted at the Fresno South Regional Child Care Office. In attendance at the meeting were Regional Manager (RM) Alice Juarez, Licensing Program Manager (LPM) Luisa Gavoutian, Licensing Program Analysts(LPAs) Kari McWilliams and Paul Garcia , Licensee Jose and Natalie Bueno.

The purpose of this meeting was to discuss a recent violation of Title 22 regulations,
The following issue/violation was discussed:

Type A Deficiency:
Criminal Record Clearance 102370(d)
(d) All individuals subject to a criminal record review pursuant to Health and Safety Code Section 1596.871 shall prior to working, residing or volunteering in a licensed facility:
Licensee was not present due to picking up children from school and had an uncleared adult in the home providing care and supervision, which poses an immediate health, safety or personal rights risk to persons in care.

When LPA McWilliams arrived at the facility on February 2, 2023, to conduct an unannounced annual inspection; Licensee Natalie Bueno answered her “door” through her ring camera and stated that she was closed. LPA McWilliams questioned Ms. Bueno about shoes and jackets at the front door, Ms. Bueno stated that she would check with her husband about being home and get back to her. Ms. Bueno returned to the home and upon entering facility Licensee shared that she has an uncleared adult assisting in the facility; Licensee states that assistant just turned 18 years old. Assistant was employed prior to turning 18 years old. Licensee had assistant leave and will get them fingerprinted prior to returning to the daycare.

It was discussed that continued violation of Title 22 regulations and failure to maintain compliance will result in a Non-Compliance Meeting and may be referred to Legal Division for possible Administrative Action.
