25 | On 11/15/2022, an informal office meeting was conducted today via Zoom at the Fresno South Regional Child Care Office with licensee Jennifer Harris, Regional Manager, Alice Juarez, Licensing Program Manager, Luisa Gavoutian and Licensing Program Analyst (LPA), Theresa Marquez.
The purpose of this office meeting is to discuss a recent complaint that was received in our office on 8/8/2022. The Family Child Care Home's history was reviewed with management prior to this meeting
The following was discussed:
On 8/8/2022, a complaint was received with an allegation of licensee did not allow parent to enter the facility.
LPA Marquez concluded that the allegation was unsubstantiated. On 8/17/2022, Licensee appealed the unsubstantiated finding.
Licensee was reminded that child care homes must comply with the state law that allows the responsible parent or guardian of a child receiving services in a child day care facility, to enter and inspect the facility without advance notice, during normal operating hours of the facility or at any time the child is receiving services in the facility. If a child day care facility denies a parent or legal guardian the right to enter and inspect the facility, the Department shall issue a warning citation. The parents' right to inspect is also outlined in Title 22, California Code of Regulations (CCR) 102419(a)(1) Admission Procedures.
Additionally, all family child care home licensees are required to post PUB 394, Notification of Parents' Rights in a publicly accessible area of the family child care home.
