On 01/14/2025, An unannounced complaint inspection was conducted by Licensing Program Analyst (LPA), Christopher Burnias. LPA met with Licensee, Hilda Albayeros. LPA toured the facility and census was taken. The purpose of today's inspection is to deliver findings for the above allegations. During the course of the investigation, LPA interviewed licensee, parents, reviewed and obtained facility records, and conducted observations of the facility.

On two occasions, LPA had observed the facility to be disorganized with excess clutter, scattered paperwork, and boxes stacked on bedroom furniture being stored inside the entryway. LPA observed tile floors of the home to be dirty with debris including loose papers, old water bottles, and boxes on the floor. LPA observed the day care room with children’s furniture covered with cluttered items such as boxes, plastic bags, storage containers, loose papers, and random children's toys. **Continued on LIC 9099-C**

LPA observed the dining table to be covered with old food wrappers, fast food condiments, old water bottles, dirty plates, plastic bags, storage containers, various paperwork, along with sticky food and drink stains on top of the table. LPA observed dining chairs stacked with items including boxes of instant noodles, a food cooler bag, storage containers, reams of paper, along with articles of clothing. LPA also observed the kitchen area to be cluttered with food containers, and old water bottles.

Based upon LPA’s observations, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated.

Per Title 22, Division 12, of the California Code of Regulations, the following deficiency is being cited: (see next page).

A copy of this report and Appeal Rights were provided and an exit interview was conducted with Licensee, Hilda Albayeros.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Licensee is to clean and organize all areas accessible to the day care. Remove excess clutter, boxes, and any items not used by the day care. Licensee is to also have bedroom furniture removed from the entryway.

LPA observed entryway, day care room, dining room and kitchen with excess clutter, boxes and loose papers, floors dirty with debris, and table tops dirty with sticky food debris. This poses a potential risk to the health, safety, or personal rights of children in care.
