25 | On 12/01/2022 Licensing Program Analyst (LPA) Jessika Thompson conducted an unannounced Annual Required Inspection. LPA was met by Licensee Hilda Albayeros. Days and hours of operation are Monday through Friday, from 6:00 AM -6:00 PM, and other hours as arranged.
LPA toured the home inside and outside and a census was taken. Licensee’s current facility sketch was reviewed, and Licensee confirmed that the kitchen, downstairs bathroom, dining room and living room are used for providing care and are accessible to children. All other rooms are off-limits and made inaccessible by use of spinning doorknob covers and baby gates. The backyard is off limits to day-care children. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition on the premises. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible; however, LPA observed the dining room and kitchen area of the facility to be filled with clutter, containing stacked boxes full of paperwork, toys, etc. The licensee’s kitchen counter tops and dining room area was also filled with clutter, boxes of food, and paperwork. Licensee stated this was due to the recent renovation of her first-floor flooring. LPA advised Licensee she must ensure the facility is clean and orderly during operating hours. There are no fireplaces or open face heaters in the home. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. Stairs are fenced or barricaded when children under age 5 years old are present. Safe toys and play equipment are observed. The home has working telephone service and LPA confirmed the phone number is (661) 549-4055.
There is one crib or play yard for each infant in care, cribs and play yards are kept free from all loose articles and objects while infants are sleeping, and there are no objects hanging above or attached to the crib or play yard. Infants are not swaddled while in care. Provider physically checks on sleeping infants every fifteen minutes and documents any signs of distress which includes but is not limited to flushed skin color, increase in body temperature, restlessness and labored breathing. Infants can be visually observed through an open door if sleeping in a separate room (see LIC809C for further details).
