25 | On 08/01/2023, Licensing Program Analyst (LPA) Candis Rodriguez conducted an unannounced case management inspection at facility regarding an incident that occurred on 06/29/2023. LPA met with Site Supervisor (SS) Noemi Alvarado, explained purpose of inspection, and took a census.
On 06/29/2023, Infant #1 began choking while eating a small piece of cheese quesadilla. SS immediately stepped in to administer back slaps to clear the obstructed airway. Facility also immediately contacted emergency services. SS was able to remove the piece of food from Infant #1's mouth. EMS responded after Infant #1 was breathing again, assessed Infant #1, and determined Infant #1's lungs and vitals were normal. Parent of Infant #1 arrived and took Infant #1 home for the day. Parent of Infant #1 updated facility later that day that Infant #1 was doing well.
LPA reviewed Infant #1's file and Needs and Services Plan, and observed it to be complete and renewed in July 2023. LPA reviewed facility snack and lunch menus with SS. Facility stated they will no longer serve cheese quesadilla pieces to infants or toddlers, and they will also remake their infant lunch menu with alternatives to melted cheese, which will no longer be offered to infants or toddlers, as a best practice.
Based on interview and record review, LPA determined this was an isolated incident, and facility was following nutritional guidelines and needs and services plan for Infant #1. Facility demonstrated the size of food pieces offered to infants, and appeared appropriate for Infant #1. SS stated they supervise infants closely when eating.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.
