13 | On October 07, 2025, Licensing Program Analyst (LPA) Valentin Hernandez conducted an unannounced Complaint Inspection to deliver findings for the above-mentioned allegations. LPA Hernandez met with Lead Teacher, Sherrie Dobbs. LPA Hernandez discussed the above allegations and the reason for the inspection. Acting Program Manager, Christina Mendez was not present during today’s inspection.
In regard to the allegation of Criminal Record Clearance, 2 uncleared adults assisting in the preschool classroom, it was revealed that the allegation is SUBSTANTIATED. During the investigation, LPA interviewed the Complainant, Director of Programs, Acting Program Manager, Day Care Staff, Day Care Parents, and Day Care Children. LPA also reviewed facility records. Based upon LPA Hernandez’s observations, documentation, and information gathered through interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, these deficiencies are being cited on the attached LIC 9099D.
An exit interview was conducted with Lead Teacher, Sherrie Dobbs. A copy of this report and Appeal Rights were provided. A notice of site visit was issued and must remain posted for 30 days. This report shall be made available to the public upon request. |
