On 09/13/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with DeCondia Ferguson, Child Care Manager. A tour of the center was conducted both inside and outside. The center is located on the campus of the Bakersfield Homeless Shelter located at 1620 E. Truxtun Ave. in Bakersfield 93305. This is a change of Ownership from previous Facility -153808190. Licensee is requesting 8 Infant children ages 0-2. Days and hours of operation are Monday through Friday, 7:00 AM - 4:30 PM. Children get brought into the reception area where staff conduct temperature checks and then get escorted to their classroom.
Applicant stated that formula and baby food is provided. When the infant is older and is not eating baby food, the center will provide an AM snack, Lunch, PM snack and Evening snack. Meals are brought to classroom and prepped to serve children in classroom. Staff will utilize the staff bathroom located in preschool classroom. Ill children will be isolated in the Site Supervisor’s office and utilize the staff bathroom.
Furniture and equipment are in good condition, free of sharp, loose or pointed parts. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. The facility is free of flies, insects and rodents. There is a working carbon monoxide detector. The facility has sufficient age appropriate furniture, and equipment including cribs, cots, changing tables and feeding chairs.
Measurements of indoor activity space for Infant program were taken and reviewed with DeCondia Ferguson, Child Care Manager. The total usable square footage for Infant program is approximately 300 square feet, which will accommodate the requested capacity of 8 Infant children. There is adequate storage space available for children's belongings in the classroom. Staff understand that children's equipment needs to match the capacity the facility is licensed for. Toys and equipment appear to be age appropriate. There are no toilets and/or sinks/hand washing fixtures in the Infant classroom Director will provide potty training with one (1) potty chair for every five (5) infants being trained. Water coolers (Igloos) with disposable cups are used for drinking water inside and outside.
The approximate outside square footage for the preschool area is 307 which will accommodate a capacity of 4 Infant children. Applicant will submit Request for Waiver to allow for use of play area by a maximum of 4 children at one time with alternating schedule.
The preschool play area is gated all around. LPA observed age appropriate toys.

A fire clearance of 25 children that includes 17 preschool (age 2-6) and 8 infant (age 0-2) children was approved & granted by the Bakersfield City Fire Department on 08/31/2022.
This facility does plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Child Care Manager was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 8 Infant children.
