32 | LPAs discussed the observations pertaining to the play yard in that it has multiple areas where it would be difficult for children to be adequately supervised without proper lines of vision from staff as there are multiple “blind spots”. Today, LPAs observed staff turning away from children who were on the opposite side of the play yard and other children in one corner unsupervised while playing roughly with each other and with toys.
LPA’s discussed visual supervision and the requirements to meet children’s needs for supervision while inside and outside. Director indicated that at this time there is no formal training on topics related to visual supervision or other licensing regulation requirements. Resources were provided to Director at her request.
This agency investigated the complaint allegation stated above and has determined that the complaint allegation was SUBSTANTIATED, meaning the preponderance of evidence standard has been met.
An exit interview was conducted with Center Director Jessica Okamoto.
Per California Code of Regulations, Title 22, Division 12, Chapter 1, the following deficiency was cited: (see 9099-D). Appeal Rights were provided today. LIC 9213 Notice of Site Visit was provided and will be posted for 30 days. |
