On 03/15/2023, Licensing Program Analysts (LPAs) Gloria Reyes and Jose Penate conducted an announced prelicensing inspection and met with Applicant, Gloribel Magana. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at 3800 Wible Road, Bakersfield CA 93309. This is a change of Ownership. The applicant is requesting 80 preschool children, ages 2 to 6. This facility will provide full-time and part time options from 7:00 AM to 5:30 PM, Monday through Friday. This program will operate in Classroom 1, Classroom 2, and Classroom 3. Staff will conduct daily health checks prior to admitting a child and then child will be escorted to their classroom.

Gloribel Magana stated that the center will provide snacks only. Parents will provide lunch for their child. Gloribel has a back-up plan for children who forget their lunches. Gloribel will ensure that lunches meet the daily food portion requirements per Title 22. There is a kitchen on site with a refrigerator and a microwave where meals can be heated, if needed. There is hot running water in the kitchen. The kitchen will be made inaccessible to children by use of a half door with lock. There is a fire extinguisher in the kitchen. There is a staff lounge located next to the kitchen. Staff will utilize the staff restroom located in the office. Ill children will be isolated in the office and utilize the staff restroom located in the office.

The classrooms were observed free of toxins, but classrooms must be decluttered. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables for children activities. Torn cots must be replaced to meet capacity of 80 preschool children. LPAs observed a total of 58 chairs and Gloribel to add an additional 22 chairs. There are plenty of toys for children to play. LPAs also reminded Gloribel to not store anything on top of high bookcases that could potentially fall on children. (see next page)

LPAs reviewed with Applicant, Gloribel Magana that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Applicant, Gloribel Magana. The total inside preschool area measured to an approximate 3,155 square feet which will accommodate the requested capacity of 80 preschool children. There is adequate storage space available for children's belongings in the classrooms. Gloribel understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 9 toilets and 9 sinks/hand washing fixtures which will accommodate the requested capacity of 80 preschool children. The facility is using a water cooler inside Classroom #1, for children’s’ drinking water. Pitchers will be used in Classroom #2 and #3. A cup holder with disposable cups must be available in all classrooms. Gloribel stated that she purchases purified water from a supermarket to refill the water cooler. Gloribel to submit a written statement on how the purified water will be purchased.

Lead Testing was previously conducted on 01/03/2023 and was within lead requirements.

The approximate outside square footage for the preschool area is 55,971 which will accommodate requested capacity of 80 preschool children. Adequate shade available in the outdoor activity area via four mature trees. The applicant is using wood chips for cushioning under the outdoor climbing structure, and sand under the swings. A pitcher with cup holder and disposable cups will be used for drinking water. There is an in-ground swimming pool that does not meet Title 22 fencing regulation (a chain link fence with opening larger than 1 ¾ inch). The pool gate does not self-latch, nor self-close and opens away from the swimming pool. Swimming pool is not used for preschool children. The preschool play area is gated all around. LPAs observed age appropriate toys, a bike path, slide and swings. LPAs advised Gloribel to get more sand cushioning to soften fall zones underneath the swings. LPAs reminded Gloribel to provide adequate supervision at all times.

A fire clearance of 80 preschool children and 4 infants was approved & granted by the City of Bakersfield Fire Department on 12/13/2022.

This facility plans to provide Incidental Medical Services – IMS. Gloribel was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility will be providing infant care.

The following items must be completed prior to issuing a license by 04/15/2023.

Indoor place area:

· 22 additional chairs needed

· All torn mats to be replaced to total 80

· All shelves in Classroom #1, #2, and #3 must be anchored/braced to prevent from falling onto children


· To place chimes on all exit’s door from Classroom #1, #2 and #3 which lead to pool area
· Cup holder and disposable cups needed for Classroom #1, #2 and #3
· To place child proof doorknobs on all restrooms from Classroom #1, Classroom #2, and Classroom 3
· Classroom #1, to replace ripped carpet, replace (2) toilet seats in boys’ restroom, replace water drain in boy’s restroom, fix cracked tile in boys restroom, replace base boards in boys restroom, re-grout sink area in boys and girls restrooms, replace base trim in boys restroom
