On 03/15/2023, Licensing Program Analysts (LPAs) Gloria Reyes and Jose Penate conducted an announced prelicensing inspection and met with Applicant, Gloribel Magana. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at 3800 Wible Road, Bakersfield CA 93309. This is a change of Ownership. The applicant is requesting an infant license, 6 weeks to 24 months, including two (2) crib babies. This facility will provide full-time services from 7:00 AM to 5:30 PM, Monday through Friday. This program will operate in one Infant Classroom. Infants will be brought to the infant classroom where staff conduct daily health checks and conduct a risk assessment.

Gloribel Magana stated parents provide formula, baby food, snacks and bottles for the younger infants. Breast milk will be labeled with the name of infant, date and ounces of milk. Any unused breastmilk will be returned at the end of the day. When the infant is older and is eating baby food, the parent will provide breakfast, lunch and snacks. There is a kitchen with a refrigerator and a microwave where meals may be heated. Gloribel has a back-up plan when baby food and snacks are needed. There is hot running water in the kitchen. The kitchen will be made inaccessible to children by use of a half door with a lock. There is a fire extinguisher inside the kitchen. There is a staff lounge located next to the kitchen. Staff will utilize the staff restroom located in the office. Ill infants will be isolated in the office and utilize the staff restroom. Applicant to use a a pack ‘n play for the sick infant to utilize. Applicant is aware to have the pack ‘n play sanitize after sick infant is picked up by parent/guardian.

The infant classroom was observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for infants to play. LPAs also reminded Gloribel Magana to not store anything on top of high bookcases that could potentially fall on children. There is combo carbon monoxide with smoke detector inside the classroom.

Pitchers will be used in infant classroom for water. Facility will provide sippy cups for infants. Sippy cups will have the name of the infant. Gloribel stated that she purchases purified water from a supermarket to refill the water pitcher. Gloribel to submit a written statement on how the purified water will be purchased.

Lead Testing was previously conducted on 01/03/2023 and was within lead requirements.

LPAs reviewed with Applicant, Gloribel Magana that any future changes to the infant classroom is required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Applicant, Gloribel Magana. The total inside infant area measured to an approximate 218 square feet which will accommodate the requested capacity of 4 infants at a time. There is adequate storage space available for infants’ belongings in the classroom. Gloribel understands that infants’ equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. Parents will provide diapers and wipes. The facility has a back-up plan if parents forget diapers and wipes. Potty training will not be provided. Infant classroom has a changing table with a pad and a sink within arm’s reach. There is a total of 0 toilets and 1 sinks/hand washing fixtures which will accommodate the requested capacity of 4 infant children. The sink will cleaned and sanitized after each use. Per Gloribel, there will be a water pitcher to refill the infant sippy cups and bottles. (see next page)

The approximate outside square footage for the infant area is 314 which will accommodate requested capacity of 4 infant children. The infant play area is gated all around. LPAs observed age appropriate toys. Applicant is using grass to cushion fall zones. Adequate shade available in the outdoor activity area via mature tree. LPAs reminded Gloribel to provide adequate supervision at all times. There is an in-ground swimming pool that does not meet Title 22 fencing regulation (a chain link fence with opening larger than 1 ¾ inch). The pool gate does not self-latch, nor self-close and opens away from the swimming pool. Swimming pool is not used for infant children.

A fire clearance of 80 preschool children and 4 infants was approved & granted by the City of Bakersfield Fire Department on 12/13/2022.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Gloribel was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility will be providing infant care. LPAs discussed the safe sleep regulations with Gloribel and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Applicant, Gloribel Magana of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following items must be completed prior to issuing a license by 04/15/2023:

Inside Infant Room

· The door leading to side exit must have a child proof spinning doorknob cover


· Remove bottle rack from sink area
· Relocate refrigerator to block electrical cord

· First Aid Manual to be purchased

· Pack ‘n Play to be purchased

Outdoor Infant Play Area

· Anchor outdoor fence



Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 4 infant children, including 2 crib babies.
