On 09/08/2023, Licensing Program Analyst (LPA) Nancy Her conducted an announced prelicensing inspection and met with Analaura Coyle, Applicant. A tour of the center was conducted both inside and outside. The center is located at 12438 Rosedale Hwy, Bakersfield, CA 93312. This is a change of ownership from facility 153808832. Licensee is requesting a capacity of 48 preschool children ages 2-6. Days and hours of operation are Monday through Friday, 6:00 AM – 6:00 PM.

Applicant stated that the center will provide a breakfast, AM snack, Lunch, and PM snack. Meals are brought to classroom and prepped to serve children in classroom. Staff will utilize the staff bathroom located near the office and one in the hallway. Ill children will be isolated in the Director’s office and utilize the staff bathroom.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility need to be cleaned and or fixed/replaced. The facility is free of flies, insects and rodents. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Director to not store anything on top of high bookcases that could potentially fall on children. There are working smoke detectors and carbon monoxide detectors in classrooms.

Measurements of indoor activity space for the preschool program were taken and reviewed with Analaura Coyle. The total usable square footage for the preschool program is approximately 1679 square feet, which will not accommodate the requested capacity of 48 preschool children. There is adequate storage space available for children's belongings in the classroom. Staff understand that children's equipment needs to match the capacity the facility is licensed for. Toys and equipment appear to be age appropriate. There are 4 toilets and 4 sinks/hand washing fixtures. Water coolers (Igloos) with disposable cups are used for drinking water inside and outside.

The approximate outside square footage for the preschool area is 11087 which will accommodate a capacity of 48 preschool children. LPA observed age appropriate toys. There is a teeter totter and a merry go round that will need to be anchored. The merry go round is rusted and will need to be painted/cleaned. There are climbing equipment that are missing age-appropriate labels. The slide has cracks and will need to be repaired. Applicant is using wood chips to cushion fall zones. LPA reminded Applicant to provide adequate supervision at all times.

A fire clearance of 48 preschool children was approved & granted by the Kern County Fire Department on 09/05/2023. Licensee is updated the requested capacity to 47 preschool children to meet square footage requirements. A new fire clearance will be needed to match new capacity.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Analaura Coyle was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The following will need to be corrected before licensure:

· Updates to application paperwork

· Shelving units will need to be anchored

· Outdoor playground need to be cleaned/free of spiderwebs

· Holes in the outdoor play area around fence need to be filled

· The teeter totter and merry-go-round need to be anchored

· Climbing structures will need age-appropriate labels and repainted

· The slide on the climbing structure has cracks that will need to be fixed.

· Outdoor signage will need facility numbers
