On 09/08/2023, Licensing Program Analyst (LPA) Nancy Her conducted an announced prelicensing inspection and met with Analaura Coyle, Administrator. A tour of the center was conducted both inside and outside. The center is located at 12438 Rosedale Hwy, Bakersfield, CA 93312. Licensee is requesting a capacity of 12 infant children ages 0-2 and 19 children in Toddler Option (18-36 months). Days and hours of operation are Monday through Friday, 6:00 AM – 6:00 PM.

Applicant stated that formula and baby food is provided by parents. When the infant is older and is not eating baby food, the center will provide a breakfast, AM snack, Lunch, and PM snack. Meals are brought to classroom and prepped to serve children in classroom. Staff will utilize the staff bathroom located near the office and one in the hallway. Ill children will be isolated in the Director’s office and utilize the staff bathroom.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. The shelving units will need to be anchored. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility need to be cleaned and or fixed/replaced. The facility is free of flies, insects and rodents. There is a working carbon monoxide detector. The facility has sufficient age appropriate furniture, and equipment including cribs, cots, changing tables and feeding chairs. The facility will need to order diaper changing pads. LPA reviewed with Analaura Coyle, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Measurements of indoor activity space for Infant program were taken and reviewed with Analaura Coyle. The total usable square footage for infant program is approximately 298 square feet, which will not accommodate the requested capacity of 12 infant children. The measured usable space for the Toddler Option is 867, which will accommodate the requested capacity of 19 Toddler children. There is adequate storage space available for children's belongings in the classroom. Staff understand that children's equipment needs to match the capacity the facility is licensed for. Toys and equipment appear to be age appropriate. There are 2 toilets and 2 sinks/hand washing fixtures in the Infant classroom. There is a total of 2 toilets and 2 sinks/hand washing fixtures for the toddler option. Water coolers (Igloos) with disposable cups are used for drinking water inside and outside.

The approximate outside square footage for the infant area is 6783 which will accommodate a capacity of 12 Infant children. Applicant will submit Request for Waiver to allow for use of play area for the toddlers with an alternating schedule. The infant play area is gated all around. LPA observed age appropriate toys. There is a teeter totter and a merry go round that will need to be anchored. The merry go round is rusted and will need to be painted/cleaned. There are carpets that have edges that are curled that will need to be flattened.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A fire clearance of 31 children that includes 12 infant (age 0-2) and 19 toddler option (18 months - 36 months) children was approved & granted by the Kern County Fire Department on 09/05/2023. Lic.ensee is updated the requested capacity to 8 infants (age 0-2) and 20 toddler option (18 months – 36 months) A new fire clearance will be needed to match new capacity.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Analaura Coyle, Child Care Manager was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The following will need to be corrected before licensure:
