On 01/12/2024, Licensing Program Analysts (LPA) Nancy Her and Meche Rosales conducted an announced prelicensing inspection and met with Applicant Amber Torres and Director Danielle Cameron. LPAs reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. This is a new facility and the applicant is requesting 30 preschool children ages 2-4. This program will operate year-round. This facility will provide full-time care from 6:30 AM to 5:30 PM Monday through Friday. This program will operate in three classrooms. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. Facility installed drinking fountains after lead testing was completed. Applicant will have drinking fountains tested for lead before using them.

Applicant Amber Torres stated that the center will provide lunch and AM/PM snacks. The kitchen has been made inaccessible to children in care. The knives and sharp utensils are stored in the drawers. There is hot running water in the kitchen. Staff will utilize the staff bathroom. Ill children will be isolated in the directors office and utilize the staff bathroom.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Director to not store anything on top of high bookcases that could potentially fall on children. There are working smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.

LPA reviewed with Applicant Amber Torres, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Applicant Amber Torres. The total inside preschool area measured to an approximate 1358 square feet which will accommodate the requested capacity of 30 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 2 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity of 30 preschool children. Applicant will be providing toilet training. There is one changing table with a handwashing fixture in classroom 1 to meet children’s needs. The center will have a water igloo with disposable cups to provide water to the children.

The approximate outside square footage for the preschool area is 667 which will not accommodate requested capacity of 30 preschool children. A waiver will need to be requested. The preschool play area is gated all around. LPA observed age-appropriate toys. Applicant is providing shade utilizing canopies attached to the buildings and fences. LPA reminded Applicant Amber Torres, to provide adequate supervision at all times.

A fire clearance of 30 consisting of 30 preschool children was received on 11/21/2023. Fire clearance was approved by Bakersfield City FD Fire Prevention.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The following will need to be corrected before licensure:

· Waiver request for outdoor play area


· Igloo with disposable cups
· Holes in the walls in the outdoor play area need to be filled
· The bolts in the playground area need to be shaved and/or capped.
· The ceiling tiles in Classroom 1 need to be fixed. Dead bugs in the light fixture will be cleared.
· The carpet in Classroom 2 need to be flattened
Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 30 preschool children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.
