On 11/29/2023, Licensing Program Analyst (LPA) Nancy Her and Licensing Program Manager (LPM) Deborah Lowe conducted an announced prelicensing inspection and met with Director Anna Pena. LPA reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. This is new preschool application and the applicant is requesting 48 preschool children ages 3-5. This program will operate year round. This facility will provide full-time care from 7:00 AM to 5:30 PM Monday through Friday. This facility is on the campus of Crescent Elementary School. This program will operate in classrooms K7 & K8. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. The facility was constructed in 2022 therefore is not subject to test their water for lead contamination at this time.

Director Anna Pena stated that the children will be provided breakfast, lunch, and PM snack from the elementary school. The meals are prepped in the school cafeteria, then transported to the classrooms to be served.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, cubbies, chairs, and plenty of toys for children to play. There are working smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.

LPA reviewed with Director Anna Pena, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Director Anna Pena. The total inside preschool area measured to an approximate 1826 square feet which will accommodate the requested capacity of 48 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There are a total of 6 toilets, 1 urinal, and 10 sinks/hand washing fixtures which will accommodate the requested capacity of 48 preschool children.

The approximate outside square footage for the preschool area is 30780 which will accommodate requested capacity of 48 preschool children. The preschool play area is gated all around. LPA observed age-appropriate toys, and two climbing equipments. The climbing structures are covered by tents to provide shade. Applicant is using rubber pour to cushion fall zones. LPA reminded Director Anna Pena, to provide adequate supervision at all times.

A fire clearance of 48 consisting of 48 preschool children was received on 11/15/2023. Fire clearance was approved by Bakersfield City Fire Department Fire Prevention.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with Director Anna Pena, the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
