On 12/17/2024, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licensee and eight day care children. Licensee, his wife, and four minor children reside in the home. Verified licensee’s CPR and First Aid was completed through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on 12/17/2024. Licensee’s Assistant, Atenas Olachia has not completed the training. Licensee understands that his assistant cannot be left alone to provide care and supervision to the day care children if she/he does not have current CPR and First Aid training. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance. Fire clearance was granted on 11/22/2024.

A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed:
  • Fire clearance was received on 11/22/2024. Fire pull alarm is located on the home’s entry way on the right side wall.
  • LPA observed children size furniture, safe toys and books for the children. LPA also observed two high chairs, a diaper changing table and two play yards. There is a parent’s board that is located on the right wall of the home’s entry way.
  • Licensee states he does not have weapons, firearms, or ammunition in the home. Poisons are kept key locked inside a shed that is located in the backyard.

  • Facility has 2A10BC fire extinguisher stored inside the kitchen pantry. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place.
  • Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present.
  • Licensee is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensee states the home is smoke-free.
  • Licensee states he does transport day care children. Licensee understands that he must have proper restraints and/or car seats for all the children under her care when transporting children.
  • Required items are posted in the Child Care Home where parents may easily view.
  • During visit capacity worksheet was provided and discussed.
  • Licensee completed the Mandated Reporter Training on 12/10/2022. Licensee’s Assistant has not completed the training.
  • Licensee is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises.
  • Licensee is advised it is his responsibility to read and maintain the family child care home incompliance with Title 22 Regulations.Title 22 Regulations can be found at www.ccld.ca.gov.
  • LPA observed an in-ground pool. LPA provided licensee with Assembly Bill for pool safety information.

Be advised, effective 01/01/2025, all childcare facilities licensed by CCL by law will be required to adhere to AB2866 - The Pool Safety Act. According to Health & Safety Code 1596.814, additional safety features will be required, which are listed in AB2866. A full text of AB2866 is available in the attached link: https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202320240AB2866 . Additional information will be provided in an upcoming PIN and on the Department’s website at www.ccld.ca.gov. LPA provided applicant with the AB2866 information handout during today's inspection.

LPA & licensee discussed the Community Care Licensing website: LPA and licensee discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations.
Please follow these steps go to http://www.cdss.ca.gov/, click on “information and resources” click “Community Care Licensing” Click “quarterly updates” click “Child Care advocates program” and register to PIN.

Licensee states her hours of operation are Monday through Friday, 24 hours and as arranged. Overnight care is been provided. Licensee advised she does not provide care for more than 24 hours. "Overnight Care" means care being provided to children anytime between the hours of 6:00 PM and 6:00 AM. Care provided during the day and overnight combined shall not exceed 24 hours from the time the child entered into care. Licensee is advised he may access forms and updated information on the CCLD website at www.ccld.ca.gov.

Licensee is advised the following items must be corrected and documentation be sent to Fresno CCL within the next 30 days to avoid possible withdraw.
  • Licensee will update his CPR and First Aid and Mandated Reporter Training certification and provide LPA with proof of current certifications.
  • Licensee will have her assistant complete the CPR and First Aid and Mandated Reporter Training certification and provide LPA with proof of certifications.

Pending verification of corrections of the above items and a final review of her application, licensure as a Large Family Day Care Home capacity of 14 children ages under 18 years will be recommended.

During exit interview, LPA observed licensee post the Notice of Site Visit on parent’s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
