On 11/15/2022 Licensing Program Analyst (LPA) Melanie Otsuji conducted an announced Relocation/Prelicensing Site Inspection with Licensee Sheela Talur Math. Licensee's husband also resides in the home with their school aged child. The home was toured with the licensee to conduct a health and safety inspection. Hours of operation for day care are Monday through Friday, 8AM-6PM.

The home is single story dwelling. The licensee has requested the OFF LIMIT AREAS BE: all bedrooms, upper deck and garage . The licensee has requested the following rooms be ON LIMITS - the hallway bathroom, the family room, the dining room, living room, kitchen and lower deck/grassy area of back yard. The ISOLATION AREA will be in the dining room. BACKYARD play area is completely fenced. There are no play structures present today which are requires anchoring. There are no pools, hot tubs or any other bodies of water on the premises during today's inspection.

The home has a fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide detector, and working telephone. The licensee’s Health and Safety training is completed and CPR and First Aid certificate is current and expires 6/11/2024. The licensee's mandated reporter training is complete and she received a certificate of completion on 9/22/2021. The licensee is in compliance with the immunization law which pertains to day care providers. Per licensee, there are no firearms in the home. A copy of the lease was reviewed and shows control of property.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The Applicant is reminded any structural changes to the home or additions to the child care facility must be reported to Community Care Licensing. Applicant was informed that any area of the home marked "off-limits" must be inspected by the department before being placed "on-limits".

This home is recommended for a license effective today, 11/15/2022.
