On June 15th, 2023, at approximately 9:30am, Licensing Program Analyst (LPA) April Wright met with Director Urvashi Jagga,for an unannounced Complaint follow up inspection. The purpose of the visit is to deliver the complaint investigation findings. LPA Wright conducted a Health & Safety inspection of the facility. Four classrooms were inspected. Present during the inspection were 90 children and 12 staff personnel which including the Director. All staff present today have a fingerprint clearance.
During the course of the investigation, LPA Wright, conducted interviews with facility personnel and random sample of parents.
The complaint alleges a child’s Personal Right’s were violated – Staff inappropriately disciplines day care children. This agency has investigated this complaint. Based on LPAs interviews which were conducted, and the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22 101223 (a)(3), Division 12, Chapter 1, Article 6, are being cited on the attached LIC 9099D.
Exit interview was conducted with director Urvashi Jagga. Report was read to the Director, Appeal rights were explained and presented.

Center Director and staff will watch CCLD video on Personal Rights and have training with staff. Center Director will submit proof of meeting and statements from staff to LPA by due date issued. The meeting will include a discussion about supervision and personal rights of children.

Based on interviews, the center staff did not comply with the section cited above of maintaining the personal rights of a child subjecting them to Staff inappropriately disciplines day care children which poses a potential risk to the health and safety of children in care
