A Prelicensing inspection was conducted today 8/23/2023 by Licensing Program Analyst (LPA) Melanie Otsuji. LPA met with Applicant, Regina Garcia. The applicant has submitted a NEW application for a PRESCHOOL license for 20 preschoolers ages 3-4. The program will operate from 8AM - 5PM, Monday through Friday, in 1 classroom (Classroom 5) on the campus of Leo Croce Elementary School which is part of Livermore Unified School District. A health and safety inspection was conducted inside and outside and the measurements are as follows:

INDOORS: 754.10 square feet = 21 children
OUTDOORS: 9549.92 square feet = 127 children

The center has obtained an approved fire inspection clearance from the Livermore Pleasanton Fire Department on 7/21/2023.

The classroom is located in Building A on the back of the campus. The preschool room is equipped with varied age appropriate materials and equipment. Classroom 5 has 1 sink and 1 toilet within the classroom. Facility is requesting a waiver to utilize 4 sinks and 6 toilets on the elementary school site. Staff toilet is located within the quad area. Facility will provide breakfast, AM/PM snack and lunch. Menu will be posted at least one week in advance in a place visible for the authorized representative to see. Facility utilizes a play yard behind their classroom. LPA observed age appropriate play equipment and shade for the children. Facility will utilize the director's office and staff bathroom as necessary for an ill child. Cots were observed today. Celia Cervantes is a fully qualified director and a complete director packet has been submitted.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with Applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed the Applicant of the importance of checking for devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the applicant, Regina Garcia.

A license for 20 preschool children aged 3-4, is pending submission and approval of the following:

- Waiver for Bathroom and Yard use
- Control of Property
