Licensing Program Analyst (LPA) Melanie Otsuji made an announced PRELICENSING visit in response to an application for a DROP-IN PRESCHOOL; the drop in status is determined by the lack of outdoor activity space and directs the center to allow children to attend no more than 5 hours a day and/or 15 hours a week. LPA met with Applicants, Vaishnavee Ragavan & Kaushika Saravana Prabhu.

This program will be conducted in five classrooms. There are 3 toilets and 2 sinks available to children. The staff will utilize a stall within the women's restroom. Isolation room for sick children will be located in classroom 5. The classrooms are furnished with age-appropriate equipment, with adequate storage and cubbies for all. Drinking water is available to children by way of bottles from home and a refill station in the facility. Facility will provide AM/PM snacks. Naps will not be taken in this 1/2 day program. All required forms are posted. Sign in/out will be used which has enough space for date, time and full legal signature. The directors will be Kaushika Saravana Prabhu and Vaishnavee Ragavan, and a complete director packet was provided to CCLD. There is a working telephone on site.

Interior activity space: 1650.38 sq. ft., which will allow for 27 preschool children.

No outdoor space is available for play; to amend for that, the capacity for this Drop-In center is determined by the requirement of 60 square foot per child. A waiver has been requested by the Applicants.
There are no health or safety risks posed by this facility. The Fire Department has approved the capacity of 27.

All toilets and hand washing facilities are in safe and sanitary operating conditions. This facility plans to provide Incidental Medical Services - IMS. Applicants were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Applicants and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with Applicants the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. A license for 27 preschoolers operating out of 5 classrooms will be approved effective today's date, 8/15/2022. Outdoor Yard Waiver to be posted with license.
