On 10/9/24 at 10:40am, Licensing Program Analysts (LPAs) B.Plumboy and J.Saini met with licensee Shuang Lien for an unlicensed complaint investigation regarding the above allegation. Present during the inspection was 7 children in care (5 infants and 2 preschool age) and fingerprint clear and associated adult Micaela Hughey. LPAs advised Shuang Lien the nature of the complaint. Shuang Lien stated she is providing care for the 7 children in care who were in care at her previous facility (#015701016). An application was received for Change in Location on 10/4/24 for this facility, but the facility is not yet licensed due to pending Fire Clearance.

The allegation that the licensee is providing unlicensed care has been SUBSTANTIATED based on evidence obtained during the investigation and ovservations. The preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Health and Safety Code section 1596.80 is being cited on the attached LIC 9099D.
Appeal Rights were discussed and given.
LPA Plumboy read the report to Shuang Lien.
An exit interview was conducted with Shuang Lien.

This requirement was not met as evidenced by: Based on observation and documentation collected during the investigation it was found licensee Shuang Lien is operating an unlicensed childcare which poses an immediate health and safety risk to children in care.

received for the pending application for the facility, the department will continue with the application for large Family Child Care Home. Shuang Lien will email LPA Saini her decision regarding how she will proceed with the childcare by 11:59pm tonight. If operation is not ceased, $200 per day penalty shall continue until the operator ceases operation.
