13 | On Friday May 15, 2026, Licensing Program Analyst (LPA) Isabel Ortega conducted an unannounced subsequent complaint inspection at Cardenas Family Child Care Home. LPA met with Rosa Cardenas to discussed the purpose of the inspection and to deliver the finding on the above allegation. Present today during inspection were eight children and licensees.
The interviews conducted and observations at the day-care concluded day-care children present are left unsupervised. The licensees admitted children currently enrolled are behavior challenging therefore, kowtowing this fact children shall not be left alone and be separated in an approved safe area to avoid children injuring themselves. Although, Licensee stated she has cameras in the day care, the day of the incident when Child #3 injured Child #1 the cameras were not operating. Child #3 socked child #1 on the face , leaving a mark. This poses an immediate risk to children enrolled. Based on the LPA observations, record review and interviews, there is a preponderance of evidence to prove the facility was not adequately providing supervision. Facility is being cited under 102417(a), Operation of a Family Child Care Home
(a) The licensee shall be present in the home and shall ensure that children in care are supervised at all times.
