25 | On August 6, 2026, Licensing Program Analysts (LPAs) Xona Xayavong and Valentin Hernandez conducted an unannounced case management – other inspection. LPAs met with Licensee Esmeralda Gonzalez. Also present was Licensee's spouse. LPAs toured the home, inside and outside, and a census was taken. LPAs explained that the purpose of today’s inspection was to follow up on an exemption denial.
On July 31, 2026, a notice from the California Department of Social Services (Department), Care Provider Management Branch (CPMB), was generated and mailed to inform the licensee that a criminal record exemption was denied for Adult #1 (A1).
During today’s visit, LPAs explained to the licensee that a denied exemption means A1 may not work or be present in any agency licensed by the Department, may not reside or be regularly present in a Resource Family Home, and is prohibited from being registered on the Home Care Aide and TrustLine registries. LPAs also explained that A1 is prohibited from having contact with clients, potential clients, or confidential client information of any agency licensed by the Department. LPAs informed the licensee that she is required to notify parents of children currently in care that this individual has been removed from the home and that parents must complete the Addendum to Notification of Parent’s Rights (LIC 995B).
LPAs confirmed with the licensee that A1 no longer resides in the home as of 8/6/2026, and the licensee completed the Confirmation of Removal form.
An exit interview was conducted, and the report was reviewed with Licensee Esmeralda Gonzalez. Appeal rights were provided. Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, no deficiencies were cited. This report shall be made available to the public upon request. LIC 9213, Notice of Site Visit, was provided and is required to be posted for 30 days.
