On 11/01/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Veronica Puga, Applicant. A tour of the center was conducted both inside and outside. The center is located at 1001 Dairy Ave. in Corcoran 93212. This is a new facility and the applicant is requesting capacity of 55 preschool children ages 2-6. Days and hours of operation are Monday through Friday, 6:00 AM - 6:00 PM.
Director stated that the center will provide a breakfast, lunch, morning & afternoon snack. Meals will be delivered by vendor and prepped in kitchen area by staff. There is a kitchen on site in case food needs to be warmed up or stored. There is hot running water in the kitchen. Staff bathroom is located next to the kitchen. Ill children will be isolated in the Director’s office and utilize the staff bathroom.
The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. There is a working carbon monoxide detector inside the kitchen and each classroom.
LPA reviewed with Veronica Puga, Applicant, that any future changes to the classroom(s) are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.
Measurements of indoor activity space for Preschool program were taken and reviewed with Applicant. The total usable square footage for Preschool program is approximately 1,972 square feet, which will accommodate the requested capacity of 55 Preschool children. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity of 55 preschool children. water is provided by a water cooler with disposable cups attached
The approximate outside square footage for the preschool area is 4,130 square feet, which will accommodate requested capacity of 55 Preschool Children. The preschool play area is fenced and gated all around. There are no structures in the play yard. Shade will be provided by portable pop-up shades that will be set up prior to children going out into the play yard. Water will be provided by water jugs with disposable cups attached..

A fire clearance of 55 preschool children was approved & granted by the Kings County Fire Department on 10/21/2022.
This facility does not plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Veronica Puga, Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
This facility does/does not provide care to infants.
Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 55 preschool children.
