25 | On September 3, 2026, Licensing Program Analyst (LPA) Xona Xayavong conducted an unannounced case management incident inspection. LPA met with Licensee Manuela Romero. Also present was licensee’s daughters and assistant. LPA toured the facility indoors and outdoors, and a census was taken. The purpose of today’s inspection was to follow up on the unusual incident report received by the Fresno Child Care Regional Office (RO) on May 1, 2026.
On April 30, 2026, Child #1 (C1) and Child #2 (C2) touched each other inappropriately. The licensee observed the incident and spoke to the children. The licensee reported the incident to the parents of C1 and C2, as well as to the RO.
During today’s inspection, LPA conducted an interview with the licensee, completed a record review, and observed the area where the incident occurred.
Based on the information gathered, the licensee took appropriate actions, including supervising the children when the incident occurred and reporting the incident to the RO and the parents. However, the licensee was over capacity, as she had three infants, two two-year-olds, and two school-age children. Additionally, the licensee’s daughter/assistant was in the bedroom and not assisting at the time.
An exit interview was conducted, and the report was reviewed with Licensee Manuela Romera.
Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, (1) Type B deficiency is being cited. The licensee was provided with appeal rights. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and is required to be posted for 30 days.
