25 | An unannounced annual/random inspection was made to the facility by Licensing Program Analyst (LPA), Cindy Castro. LPA met with licensee, Alma Torres, (LS). There are three adults living in the home. LS was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During the inspection the home was toured inside and outside. LS was supervising one child. The facility’s operating hours are Mon- Saturday 5:00 AM –11:00 PM. The floor plan submitted by the licensee was reviewed and verified. The children will have access to the living room, dining room, hallway bathroom and front yard. The "off limits" areas of the home are the kitchen, four bedrooms, one bathroom, laundry room and backyard. These areas will be made inaccessible by locking mechanisms, doorknob covers and child safety gates. home appears to be clean and orderly at this time and will remain so during childcare hours. There were safe toys and equipment available for children. There is a working telephone in the home. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. LS stated that there are no poisons in the home. LPA observed a working smoke detector, carbon monoxide detector and fire extinguisher, rated at least 2A10BC, in the home. LS reported that she did not remember that a drill needed to be documented every six months. LPA reviewed the regulation regarding drills to be conducted every six months and documented. The roster of children in care was reviewed. LS stated that there are no weapons or firearms in the home. LPA did not observe any weapons during today’s inspection. The children will have access to an outdoor play area, which is the front yard, and it is fully fenced. There is no pool, spas, pond, or fountain the premises and none shall be added without prior approval of the Licensing agency. Three children’s records were reviewed and complete. Licensee’s CPR/First Aid expires on 01/11/2027. Licensee’s mandated reporter certificate expired on 07/31/2025. LPA reviewed with LS that per AB1207, Mandated Reporter Training must be renewed every two years from the initial date it was taken. (Continue to LIC 809-C).
