On 07/12/2024 at 11:30 AM an Unannounced Required – 3 Year Inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote. LPA announced purpose of visit and initially met with Facility Represntative (FR) Porsha Rucker, Co-Director. Facility is currently licensed for a capacity of 101, per FR they currently have 31 enrolled through the Summer. The program currently operates Monday thru Friday from 7:30 AM to 5:30 PM for the Summer. LPA was taken on a guided tour of the facility of both indoors and outdoors. Required postings were observed. LIC 125 was provided.

The facility is made up of five classrooms: Bunnies (2 year olds), Cubs (2.5 year olds), Owls (PreK), Raccoons (3.5 year olds), Foxes (vacant at time of inspection). At the initial start of the site visit, there is a total census of 30 children and a total census of six teachers present. LPA did not observe any children inside the classroom as they were in Cafeteria eating lunch.

Beginning at 11:40 AM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPA observed surface of classrooms to be safe and clean, and child size tables and chairs available for children with rounded edges well maintained. LPA observed learning stations for dramatic play, math, and science with a variety of age appropriate toys maintained free of loose and sharp parts and a library area available for quiet play with soft seating. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. LPA observed facility transitioning to nap time and cots laid out in classrooms that does not hinder walkways or entrances/exits at time of inspection. LPA observed bedding on cots and per FR, bedding is provided by families and taken home weekly for washing. Availability of drinking water was reviewed. LPA observed personal water bottles available for children, per FR water bottles are refilled in the Kitchen when needed. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed two bathrooms available: Bunnies and Cubs share a bathroom that has two toilets and two sinks and Owls, Raccoons, and Foxes share bathroom that has four toilets and four sinks, totaling six toilets and six sinks for the program. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPA observed cleaning solutions stored in cabinet in classroom with operable child safety lock at time of inspection. Page 1 of 4

A first aid kit is kept in a red fanny pack in each classroom that is kept on mobile cart, FR states additional First Aid supplies are in School's Office. LPA observed carbon monoxide detectors in classroom and tested one in Cubs Classroom and observed to be in operable condition at time of inspection. LPA observed smoke detectors and fire extinguishers are present in the facility. LPA discussed requirement to have fire extinguishers serviced annually and to conduct regular checks of smoke and carbon monoxide detectors to ensure they are in operable condition. Disaster drill log was available and last drill conducted on 03/20/2024. Isolation area for sick children is in School's Office where child will have full supervision until child is picked up by Authorized Representative, LPA observed chairs and soft seating available in Office. Per FR, they currently do not have any children that require medicines but when they do medicines are stored in Office which is centrally located but inaccessible to children in care.

Snack/lunch menus were reviewed and observed posted in each classroom. Facility provides Breakfast, Lunch, and PM Snack but also allow for families to bring their own lunch. LPA observed children eating in Cafeteria, which is shared with Elementary School (LPA discussed waiver for shared use). Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. LPA discussed that trash cans used to discard food need to have have tight fitting lids.

Beginning at 11:50 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed multiple outdoor play areas available for children that are separated by fencing. LPA observed surface of outdoor play areas to be safe and maintained for activities planned such as concrete bicycle path, outdoor rugs, and turf grass. LPA observed an age appropriate multi-level play structure available in one outdoor play area that has cushioning material below to absorb fall that have all been well maintained. LPA observed a variety of age appropriate toys available through outdoor play areas such as sand box that has been covered, water play equipment that has been emptied out since not in use, and outdoor manipulative toys. Required shade and fencing were inspected, LPA observed Outdoor Classroom that has age appropriate tables and chairs, art materials, and baby dolls that is under shade as well as a variety of shaded areas through out play yard. LPA advised FR that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to their water bottles for outdoor play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Facility uses electronic sign in and out, LPA observed all children present signed in at time of inspection. Personal Rights of children were observed by LPA.

Beginning at 1:00 PM, staff and children’s records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857 for children and the LIC 859 for staff. 6 of 6 staff files had: LIC 503, LIC 501, Proof of Immunizations for MMR, TdaP, and Influenza (or declination), Proof of TB test or risk assessment, LIC 9108, and LIC 9052. CPR card expires on 06/01/2026 for Staff #1. 3 of 6 staff files did have proof of the AB1207 Mandated Reporter Training certificate on file, LPA discussed requirement to complete this training as other staff completed incorrect training at time of inspection. All staff and employees present have obtained a criminal record clearance or criminal record exemption.

The following were discussed:
LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. Facility Representative was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND HAS REMEDIATED LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

MyChildCarePlan.org – Centers and Family Child Care Homes Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today only advisories given on 07/12/2024.

A notice of site visit was given and must remain posted for 30 days.
