On Friday, April 4, 2025, Licensing Program Analyst (LPA) Mayra Rivera conducted an unannounced complaint investigation in regards the above allegation. Upon arrival, LPA toured the facility with director Michelle Moyor and observed 17 preschool children present playing with staff #1, staff #2, and staff #3 present providing care and supervision. LPA observed facility to be within ratio.

During today's investigation/inspection, LPA Rivera toured the facility and inspected the toy bins in the classrooms, children furniture, outdoor and outdoor shed. During the inspection, LPA observed rodent droppings in the shelf cabinet in room 6, and outdoor toys bins and outdoor shed (children had no access). During the staff interviews, it was stated the infestation has been going on since December 2024 in the shed and staff are no longer going inside the shed. The preponderance of evidence standard has been met; therefore, the above allegation is found to be Substantiated. California Code of Regulations, Title 22 101238 Buildings and Grounds. (a)-The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.

(1) The licensee shall take measures to keep the center free of flies, other insects, and rodents. are being cited on the attached LIC9099D.

Upon receipt of this report, the licensee shall post any licensing report documenting a type “A” citation. This must remain posted for 30 days during hours of operation. In addition to posting this report, the licensee will also provide copies to the parents of the children in care for up to one year.

A copy of LIC 9224 - Acknowledgement of Receipt of Licensing Reports was provided to the director and explained.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
