Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced Required 3 year inspection. LPA met with Abby Andiman Mars, Director. LPA toured the facility this is a preschool program serving up to 249 children. The facility operates Monday – Friday from 8:00 AM – 5:00 PM, Full Day and Half Day options. There are 16 classrooms with a maximum capacity of 249 children. Upon arrival LPA observed, armed guards at the entrance to the parking lot of facility, file review shows that the facility has submitted a request for an armed guard and waiver to the department. LPA discussed safety precautions with Director. LPA will conduct additional health and safety inspection if required.

LPA observed 189 children and 48 staff in the classroom and in the play areas. There was a family event taking place and additional children were participating. LPA observed teacher-child ratios in compliance and staff have the required clearances at this time.

LPA observed telephone service, heating, lighting and ventilation to be satisfactory. Fire extinguisher, serviced on 3/26/24, Carbon monoxide detectors in classrooms. Children have adequate cubby storage for their belongings. Napping mats are stored appropriately with bedding removed. The parents provide sheets and blankets and laundering. LPA observed drinking water with drinking cups readily available in the classrooms. Age appropriate restrooms, sinks and toilets were inspected for good repair, water temperature, toilet paper, safety and sanitation. All available toilets and sinks are in operable condition. The indoor classrooms have surfaces that appear to be clean, no tripping hazards observed.

Safe and age appropriate toys and material for children to use were observed in all classrooms.

There are first aid supplies in each classroom. Hazardous items including including medicine and cleaning compounds are stored in inaccessible areas such as high cabinets and inaccessible office cabinets. The nurse's office is used as an isolation area for ill children, there is a separate bathroom available.

The facility (indoor and outdoors) operates on the grounds of a Temple building, there is a school age program on site that operate separately. Per Director, the start time for the preschool and school age program are staggered to avoid commingling. There are 6 separate outdoor play areas that are enclosed with gates and walls that are at least four feet high. The facility has an approved waiver for outdoor play space usage since the classroom capacity exceeds the outdoor play area capacity. LPA reviewed a yards schedule. Areas around and under climbing equipment have mats and grass to cushion a fall. All play equipment, toys, materials and surfaces accessible to children appear to be age appropriate and toxic free.

Snack menus are posted at least one week in advance and are visible to an authorized representative. The facility provides AM and PM snacks, parents provided meals and there is a hot lunch option for students provided by the Temple. LPA inspected the kitchen for snack and meal quantity and quality, free from pest, cleanliness, LPA observed cleaning agents in store room in kitchen away from food item and preparation areas. LPA reviewed for availability, quantity and quality, expiration dates and appropriateness for children in care.

LPA observed QR codes posted for families to sign in children via the Brightwheel App. LPA discussed with Director children's sign in and sign out to ensure children are being properly signed in and signed out by the authorized representative.

LPA conducted a Children's Records Review for completeness and to ensure children have proper forms such as Identification and Emergency forms, Immunization records, Health History, Personal Rights, Parents Rights etc.on file.

Staff Records were reviewed to ensure the following: Criminal record clearance or criminal record exemption, education credits, current CPR/First Aid and health preventative practices, proof of immunization against pertussis and measles and influenza and/or flu declination, Mandated Reporter training, LPA observed at least one staff member to have current EMSA approved Pediatric CPR/First Aid.

LPa obtained an updated copy of of the Parent Handbook, Facility Roster and children's roster.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretation and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The Director was reminded to log onto web site www.ccld.ca.gov to access forms, regulations and quarterly updates. Records for all children and staff must be maintained for three (3) years after separation from the facility. Report Unusual Incidents and/or injuries to the parent/guardian immediately and to Child Care Licensing within 24 hours and/or the next business day. Visit www.shotsforschool.org for immunization information. All care for children require supervision at all times.

LPA verified that the lead testing was completed and in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

There are no deficiencies cited on this date as a result of this inspection.
