Licensing Program Analyst (LPA) Crystal Green conducted an unannounced case management licensee- initiated inspection to inspect facility for capacity increase determination. Licensing staff met with Janel Thrasher, Director. The preschool operating hours are Monday to Friday from 8am to 5pm.

The facility is currently licensed to operate out of 4 classrooms which serves a total of 48 preschool children. Licensee has requested to increase the overall capacity to 70 children by adding an additional classroom to the license. The proposed classroom will be called classroom 5, which previously housed a kindergarten program through the Department of Education. Per the Director, the Kindergarten program is no longer operating.

Licensing staff was provided a tour of the facility. During the tour, LPA observed a total of 17 children in the outdoor play area with 3 teachers. In classroom 4, LPA observed 7 napping children with 1 teacher. In classroom 1 there were 17 napping children with 2 staff. LPA observed a staircase that leads to the facility second floor which is not a part of childcare. There is a gate that makes the stairs inaccessible to children in care.

LPA inspected classroom 5. Classroom 5 were observed to contain age-appropriate tables and chairs. Toys were observed to be clean and safe. The children will have access to the restroom located between Classroom 1 and Classroom 5. LPA observed there to be 4 toilets and 3 sinks. All toilets and sinks were observed to be in operational condition.

LPA reviewed the existing outdoor play area. Outdoor playground equipment is in safe condition. There are two outside play spaces that children in care use. One area has benches with outdoor toys for children to use. The second space has age-appropriate toys and small play structures for children to use.

Drinking water is readily available outdoors. There is an in-ground pool present in the outdoor area of the facility. It is surrounded by an iron fence that is approximately 6ft tall and is locked. During this inspection LPA also inspected the outdoor area located on the side of Classroom 5. The licensee has requested to add additional outdoor activity space that was observed located on the side of Classroom 5.

Measurements were obtained during this inspection:
Preschool Classroom 5 measured for 643.71 sq. ft. divide by 35 sq. ft. which calculated for 18 children.
Additional Outdoor Space measured for 624.90 sq. ft. divide by 75 sq. ft. which calculated for 8 children.
Total Toilets and sinks that will be available to the children will be 7 toilets and 5 sinks.

The licensee has requested to increase capacity to 70 children however based on the indoor measurements obtained the facility can only accommodate the capacity of 66 children. LPA did not obtain the measurements for the existing outdoor space.

At this time the department is pending receipt of an approved Fire Clearance from the Pasadena Fire Department. Once the approval document is received by the department the facility will be licensed for a capacity of 66 children.

Exit interview conducted and report was reviewed with the Director, Janel Thrasher. A notice of site visit was given and must remain posted for 30 days.
