On 03/06/2025 at 9:30 am, Licensing Program Analysts (LPAs), Elka Chavez and Joshua Ortega conducted an announced Case Management inspection for a permanent increase in the licensed capacity. Upon arrival, LPAs met with Licensee Representative, Patricia Guzman. The Licensee, Pasadena Unified School District Child Development, has requested a permanent increase in their licensed facility capacity for families affected in the LA Fires. This facility is currently licensed to operate with a capacity of (24) preschool children ages 3 to 5 in preschool room 101. The licensee has requested to serve 84 preschool children ages 3 to 5 years in rooms: 101, 115, B6 and B7. Hours of operation will be Monday to Friday from 7am to 6pm for the full day program and for the part time program the morning session will be from 7:45am to 10:45am and the afternoon session will be from 11:15am to 2:15pm.

This facility was observed to be located on the property of Daniel Webster School. Present during today’s inspection were (50) children with (12) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Patricia Guzman that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPAs continued to tour the facility and measured new additional indoor activity space. Total indoor activity space measured 3499.03 square feet, which is sufficient to accommodate the requested capacity of (84) Children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water bottle dispenser and disposable cups. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/28/2025.

LPAs observed a total of (8) sinks, (6) urinals and (10) toilets available for children’s use. These are sufficient to accommodate the requested capacity of (54) children. LPAs observed the designated preschool restroom is located in the main building next to room 106. LPAs observed classroom 101 to have a restroom within the classroom with (2) toilets and (2) sinks.

The facility currently has a fully fenced playground area. Fencing is chain link and is at least four feet high. The total square footage for all the outdoor activity space is 4090.96 square feet, which is not sufficient to accommodate the requested capacity. LPAs were informed that the outdoor playground is shared with the Transitional Kindergarten program from Daniel Webster School. A playground waiver to share the playground at different times in the AM and PM with the Transitional Kindergarten program from Daniel Webster School shall be submitted. LPAs observed there is an outdoor waiver on file for 54 preschool children at one time dated September 10, 2010. Shade is provided via shade fixed structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children which is properly anchored. There is adequate cushioning in fall zones of climber provided by padded turf. Drinking water is available via bottled water. LPAs observed all hazardous items on the playground to be inaccessible to children.

Licensee Representative stated that classrooms: 101, 115, B6 and B7 will be temporary classrooms. The Licensee is in the in the process of obtaining new bungalows to use as permanent classrooms. Applicant Representative, Patricia Guzman was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

No corrections are needed. A license for (84) children will be granted upon a final file review.

Exit interview conducted and report was reviewed with the facility representative, Patricia Guzman.

A notice of site visit was given to applicant representative, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
