On 7/13/2026 Licensing Program Analysts (LPAs) Suzette Ornelas and Samantha Barba conducted an unannounced follow-up complaint inspection for the purpose of delivering findings for the above allegations. Upon arrival, LPA were greeted and let into the facility by Director, Lena Blakeney, to whom the reason for the inspection was announced. LPA observed 15 staff supervising 38 children.

During the course of the investigation, LPA Ornelas made observations, obtained documentation in the form of children’s roster, transcripts, and conducted interviews.

-Pertaining to the allegation that – Unqualified staff are supervising daycare children.
According to the Reporting Party (RP), student teachers are left alone with children.

According to Staff Interviewed during the course of the investigation, staff stated that there is always a fully qualified teacher present at all times. Fully qualified teachers, Teacher Aides and Student workers were all interviewed and expressed that the Director does a great job at ensuring proper ratio is maintained at all times. Staff further stated that they have never observed student workers supervising children alone.

According to parents interviewed during the course of the investigation, Parents stated they were happy with the care being provided at the Child Care Center (CCC). Parents provided LPA Ornelas with their children's teachers names and LPA confirmed they were all fully qualified teachers and/or fully qualified substitute teachers.

-Pertaining to the allegation that – Staff communicate in an inappropriate manner in front of day care children. According to the Reporting Party (RP), the Director works outside of the lines of professionalism and often yells and verbally talks down to employees in front of children and parents.

According to Staff Interviewed during the course of the investigation, anytime there is anything that is to be discussed, the conference room is utilized. Staff further stated that staff do not yell in front of the children or communicate inappropriately in front of children.

According to parents interviewed during the course of the investigation, they have no concerns regarding their children's safety and well being. Parents stated that they have no serious concerns due to their children being happy to go to the day care. Parents further stated they have never observed teachers yelling or communicating inappropriately in front of children.

Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

A notice of site visit was given and must remain posted for 30 days.
