Licensing Program Analyst (LPA) Rosaura Valenzuela conducted an unannounced complaint visit for the above noted allegations. LPA met with Administrator Carlos Corre . The purpose of the visit was explained.

It was reported that staff are not properly safeguarding a client's personal belongings. To investigate this allegation on 8/30/2023 between 11:25am and 11:50am, staff interviews were initiated. Interviews revealed that Client #1 (C1) has many personal belongings in their shared room. Staff has offered to give C1 additional storage space in a hallway closet that is adjacent to their room. C1 refuses to put their items their and instead wants to use another hallway closet that is located quite a distance away from their room. C1 walks with a gait and creates a lot of noise when they walk through the hallway. Other clients get upset due to the commotion and do not want C1 to have access to the hallway closet that is furthest from the entry way. C1 used to have some of their belongings stored in the garage, but it is currently being remolded and will be uses as an office.

Between 10;00am and 10:30pm, LPA conducted a physical plant tour. LPA observed C1's shared room to be cluttered. Facility has provided C1 with extra pieces of furniture in order to keep items organized. The closet in the hallway adjacent to C1's room has much storage space. Between 12:30pm and 12:45pm, LPA attempted to speak to C1, but they refused since they were getting ready to leave the facility.

Based on observation and interviews, there is not sufficient information to support this allegation. Therefore, this allegation is being UNSUBSTANTIATED at this time.

It was alleged that staff are sleeping in the living room common area. To investigate this allegation, Between 10:00am and 10:30am, LPA conducted a physical plant tour. LPA did not observe any beds in the living room or other common areas, but did see a folding bed in an empty room. Between 11:25am and 11:50am, staff interviews were initiated. Interviews revealed that none of the staff are sleeping in the living room or any other common area and that the empty room with the folded bed is were staff now rest.

Based on observation and interviews, there is not sufficient information to support this allegation. Thus, this allegation is deemed UNSUBSTANTIATED at this time.

It was reported that staff are interfering with a client's activity of being on their computer. To investigate this allegation, between 11;25pm and 11:50am, LPA initiated staff interview. Interviews revealed that C1 an other clients are allowed to be in common areas and do activities. When LPA was setting up equipment between 9:40am and 9:50am, they observed C1 in the dinning room with the computer on. LPA never heard or observed staff, telling C1 that they could not be there.

Based on interviews and observation, there is not sufficient information to support this allegation. Therefore, this allegation is UNSUBSTANTIATED at this time.
