On 08/07/2024 at 1:30 am, Licensing Program Analyst (LPA), Crystal Green conducted an unannounced Case Management inspection for an increase in the licensed capacity. LPA met with Licensee Representative Sandra Trani. The facility is located on the elementary school grounds of Williard Elementary School. It is currently licensed as a preschool program with a capacity of 18 children serving ages 3 to 5 years old in a classroom called Head Start classroom. The Licensee, Garvey School District, has requested to increase their licensed capacity to 42 children by adding a classroom called K1.

The hours of operation will be Monday through Friday from 8 a.m. to 4 p.m. No children were present during today’s inspection. Per the Licensee Representative, the facility is currently closed due to summer break.
LPA continued to tour the facility and measured the new indoor activity space. The total new indoor activity space measured is 2053.53 square footage, which is sufficient to accommodate the requested increase in capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water fountains located next to each classroom. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 6/17/2024.

LPA observed a total of 5 sinks, 4 toilets, and 1 urinal available for children’s use. These are sufficient to accommodate the requested capacity of 42 children.

The facility currently has (2) fully fenced playground areas: Play Yard # 1 and Play Yard #2. Fencing is made of wrought iron, which was observed to be at least four feet high. This facility has added Play Yard #2 to its outdoor activity space. The total square footage for Play Yard #2 is 7,555 square footage, which can accommodate 42 children at one time. LPA did not obtain measurements for existing licensed outdoor activity space. Shade is provided via a fixed shade structure.

There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via filter dispensers and children’s personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. The facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

No corrections are needed. Upon a final file review, a license for 42 children serving ages 3 to 5 in the Head Start classroom and classroom K1 will be granted.

Exit interview conducted and report was reviewed with the Licensee Representative, Sandra Trani.

A notice of site visit was given to Licensee Representative Sandra Trani, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
