On May 14, 2026, at 10:55 AM Licensing Program Analyst (LPA) Andrea Carter conducted an Unannounced Complaint Inspection for the purpose of delivering findings for the above allegations. LPA announced purpose of inspection and was allowed entry to facility by director Cynthia Cruz.

During the investigation LPA made observations, conducted interviews, and obtained records. Information gathered through interviews with witnesses did not corroborate the reporting party’s allegations that staff yell at children in care. Children's interviews did not disclose information to support the allegation. Parents interviewed stated they’ve never heard staff yelling and they are satisfied with the level of care their children receive at this facility. Staff interviewed acknowledged that sometimes raised voices are used to gain the children’s attention but not used to reprimand the children. LPA Carter observed interaction between staff and children during previous inspection visits on 4/21/26 and 4/28/26, there were no Personal Rights violations observed.
