On 10/08/24 Licensing Program Analysts (LPAs) Mary Silva and Mariah Aguirre conducted a required annual inspection. Upon arrival LPA’s met with Program managers Rebecca Jimenez Barlow, Nancy Sanchez, and Education Supervisor Christina Angelo. LPAs were led on a tour of the facility. This is a preschool program which consists of 4 classrooms (Rm 1, Rm 2, Rm 3 & Rm 5) and two toddler classrooms in bungalows #9 & #10. Per Supervisors, there are currently 87 enrolled in the preschool program and 16 children enrolled in the toddler program. This program will serve preschool children ages 2 to 5 and toddlers 18 to 36 months. Hours of operation for the preschool program are Monday-Friday 7:30am-4:30pm, and Monday-Friday from 8:00am-3:00pm for the toddler program.

Licensing staff observed all required forms/publications to be posted by the front entrance. Snack menus were reviewed to ensure that they are being posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. All areas were identified on the Facility Sketch were inspected.

PHYSICAL PLANT: At 9:00am, LPAs entered and inspected Rm 1, observed 19 children with 3 staff members, Rm 2, 22 children with 2 staff members a fish tank was observed in the classroom, Rm 3, 18 children with 4 staff, Rm 5, 19 children with 4 staff. LPA’s entered the toddler program in bungalow #9 & #10 and observed 15 toddlers with 6 staff. Staff names were recorded for both programs. Rm 3 and Rm 5 were observed to be outdoors during the inspection. All children were observed to be under visual supervision. Teacher-child ratios were observed to be in accordance with Title 22 regulations. The Licensee is within the conditions, limitations, and capacity specified on the license.

At 9:10am, LPAs reviewed the storage of napping equipment. Napping equipment was observed to be cots. Facility has a kitchenet where sheets are washed daily.

The preschool program has two bathrooms in each classroom, and the toddler classroom has one restroom in each classroom with a changing table. LPA observed the diaper changing table to be at least one inch thick, with raised sides of at least 3-inches, and within arm’s reach of the sink. Per facility, no toddlers are being potty trained at this time. All toilets, hand washing, and bathing facilities are safe, sanitary and are operating properly. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. LPA’s observed sufficient individual storage space for each child. Drinking water was readily available indoors.

This facility has a kitchen and provides breakfast, lunch and snack. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children in a high cabinet. All floors are clean and safe. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. The facility was observed to be free of flies, other insects and rodents. At this time, in the toddler program the staff lounge is used as an isolation area and in the preschool program the program manager’s office is used as an isolation area for ill children to rest, restrooms are available.

At 9:15am, a fire extinguishers were observed in the classrooms. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 07/02/24, as indicated on service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. First Aid supplies are available and complete. Facility has a functioning carbon monoxide detector that meets statutory requirements. Disaster drills have been conducted at least every six months. Director states there are no weapons, firearms, or bodies of water on the premises.

OUTDOORS: At 9:20am, LPAs reviewed the outdoor play area. The preschool program has three outdoor play yards and the toddler program has one separate play yard next to the bungalows, all are equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. Drinking water is readily available outdoors.

FACILITY RECORDS: Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day.

Staff files were reviewed for a health screening report and immunizations that meet regulatory requirements. Criminal Record Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed. The name of the childcare center director or fully qualified teacher(s) designated to act in the director's absence is on file. Educational background, training, and/or experience for each staff present are on file and were reviewed. A random sample of Children’s Records were reviewed to ensure that they are complete.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensing staff discussed the safe sleep regulations with facility and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation)
for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Licensing staff referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Facility completed lead testing in December 2023.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.


At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative.



Exit interview was conducted and report was reviewed with the Christina Angelo, Nancy Sanchez and Rebecca Jimenez Barlow.
