32 | Regarding allegation “Staff does not ensure facility is kept at a comfortable temperature for clients in care,” it was reported that during a severe heat wave, management restricted the use of air conditioning by physically locking the unit and requiring personal authorization for its use resulting in dangerously high indoor temperatures from March 16–20. LPA interviewed five (5) staff. 5 out of 5 staff deny the allegation. S1 indicated the thermostat is set at 72°F and is set on auto. LPA observed thermostat read 73°F as room temperature, but the thermostat was set to “auto,” “cool,” and “72°F.” S1 stated some rooms at the facility may feel hot due to the sunlight coming in through the windows, in which case staff can utilize fans or move clients to another room. LPA observed fans in different rooms. S2 stated the facility follows the regulation regarding maintaining a comfortable room temperature by setting the thermostat at 72°F. S2 stated they were advised by the A/C technician that any temperature set below 71°F risked seizing the compressor and the A/C not working at all. S2 stated the locked cover over the thermostat was installed due to the thermostat appearing to have been tampered with previously. LPA reviewed an invoice dated 03/12/26 from an A/C technician stating, “thermostat was cracked again and could not see anything on the screen…thermostat tested and operating properly.” S4 stated “it got warm” but clients did not appear to be in distress or uncomfortable. LPA interviewed two (2) clients. C1 stated the room temperature is OK, not too hot or too cold. C1 stated the temperature is comfortable and had not been too hot. C2 stated if it’s hot, staff turn the A/C on.
Regarding allegation “Staff do not ensure clients are treated with dignity and respect in his relationships,” it was reported that management displayed demeaning and unprofessional behavior referring to a client with demeaning language while patting their head. 5 out of 5 staff interviewed deny the allegation. S1, S4 and S5 stated they have never seen staff pat clients on the head or talk down to clients. S3 stated clients are treated with respect. S2 stated they acknowledge all clients and give verbal praise like “good job.” C1-C2 stated staff treat them well, with respect and have not been patted on the head or seen any staff pat a client on the head.
