Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced site inspection to present the findings of the above complaint allegation. This inspection is to ensure the health and safety standards as required by the regulations governing child care centers are met. LPA met with Arleen Pichardo, Director, who the complaint was gone over.

During the course of this investigation of Personal rights: Per complainant Staff scratched day-care child and Staff yells at day-care children, Interviews stated, no person has heard or seen any staff member yelling at any child and no staff is aware of any child getting scratched or hurt at the day care.

Based on interviews, declarations, records reviewed and received and LPAs own observations, the above allegations are deemed UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred.

An exit interview was conducted, and a copy of this report was provided to Arleen Pichardo, Director, along with the Notice of Site Visit and Appeal Rights.
