On 10/02/2024, Licensing Program Analyst (LPA) Stephanie Li conducted an unannounced Case Management Lead Exceedance inspection. A COVID 19 risk assessment was conducted. LPA met with Assistant Director Ruby Escamilla, who guided LPA on a tour. LPA observed 6 infants and 4 staff present at the facility during this inspection.

Per Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.

Facility provided facility sketch and required forms LIC 9276, LIC999 and LIC9275 and lead sampling results from water tester to LPA on 10/02/24.

On 05/28/2022, the Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples were collected on 05/28/2022. Faucets and drinking fountain reported with 5.5 ppb or greater lead exceedance levels were as follows:

Q – Water fountain in PK 3 (7.600 UG/L) – Water fountain is currently capped off. Water fountain is completely removed and filled in with a cap. Per assistant Director, water board testers gave lead sampling results indicating no action is needed. LPA provided water sample results that were uploaded to the state water board with a lead exceedance of 7.600 ug/l. LPA took images of capped fountain spout. No further action is needed for this outlet.

R – Faucet in PK 2 (47.800 UG/L) – Classroom faucet is currently in use. Assistant director is discontinuing use of sink until verification with the water board. LPA verified that bag and sign was placed over sink fountain. Photo was captured. Per sampling results on water board portal, Sink R has lead exceedance of 47.8 ug/l. Per results given to center by sampler, no lead exceedances were found and no required action was given. Assistant director is going to contact water samplers and LPA will contact water board regarding the discrepancy between the results given and uploaded to verify actual lead sampling results. Facility will obtain a retest if needed. Assistant director will keep LPA informed.

Grant funding will be available for testing and remediation of lead to the Child Care Centers that qualify. To make a determination of eligibility, refer to PIN 21-04-CCP.
