Licensing Program Analyst (LPA) Cynthia Reyes, conducted an unannounced follow up complaint inspection to present the findings of the complaint. LPA rang front door and no answer. LPA saw 2 men working on the side driveway of the school, the 2 men stated they are working on the pipes. LPA went to the side door of the preschool and met with Teacher Arleen who was with 7 napping preschool children. About 10 minutes later van driver Natalie entered the school and one school age child walked directly to the preschool class room. About 10 minutes later teacher Clarissa arrived with 2 school age children and Elizabeth a few minutes later arrived with 5 more school age children. Clarissa and Elizabeth had there school age children in the front area of the school that is used for sign in and out because Clarissa states the school age class room was flooded since yesterday Tuesday. Clarissa stated she called and text Director Raj and he had not responded. LPA took a tour of the school age class rooms. The owner Uma Chander arrived shortly after. LPA informed Uma that she was here at the site to present the findings of the complaint.

There were no statements made to corroborate with the above allegations. During Interviews with staff and children in the school age program, it was said that staff never yell at children and no staff or child has heard any staff member yell at children. The allegation regarding Staff handled child in a rough manner also is unsubstantiated due to during Interviews with staff and children in the school age program, it was said that staff never have handles a child in a rough manner and no staff or child has seen any staff member handled child in a rough manner.

This agency has investigated the complaint alleging staff yelled at children and staff handled child in a rough manner. Based upon the evidence as presented above of LPA interviews conducted with staff, children and witnesses, reviewed and received records the allegations have been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegations may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegations are unsubstantiated.

Exit Interview conducted with Owner, Uma Chander. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00
